It is the work of a high-level independent task force chaired by Richard Haass, a former senior director at the National Security Council, who now heads foreign policy studies at the Brookings Institution, a prestigious left-leaning think-tank in the nation's capital. The project director for the task force is Gideon Rose, a former associate director at the National Security Council, now a Fellow at the Council on Foreign Relations.
