States Demand Incentives For Infrastructure, Capex Boost For Security From Union Budget 2025-26

With a month to go for the Union Budget 2025-26, several states have demanded incentives in infrastructure, boost in the capital expenditure, relaxations in tax and more. In a pre-budget meeting with Union Finance Minister Nirmala Sitharaman in Jaisalmer on December 22, 2024, representatives of the states including finance ministers, revenue ministers, etc. presented their demands.

On behalf of Karnataka and Chief Minister Siddaramaiah, Revenue Minister Krishna Byre Gowda urged to include the state in the divisible pool for revenue sharing for cess and surcharge. Gowda also recommended an amendment in the GST Act to absorb the cess into SGST, empowering States to bridge revenue deficits (post-GST) effectively.

Maharashtra State Minister Aditi Tatkare sought enhanced financial support at the and presented proposals ranging from energy storage expansion to infrastructure development. Tarkare also sought an increase in battery energy storage system capacity from the existing 500 MWh to 9,000 MWh to meet the state's energy storage.

For Punjab, Punjab Finance Minister Harpal Singh Cheema sought an incentive package to boost its infrastructure and security measures. Cheema said that the demand was raised for central assistance to strengthen Punjab라이브 바카라 police infrastructure and security efforts in border districts, with a grant of Rs 1,000 crore.

In the pre-budget meet, Goa on the other hand has requested Rs 1,000 crore allocation towards developing climate-resilient infrastructure. They have also asked compensation for the revenue loss due to restrictions on developing ecologically sensitive lands in the Western Ghats.

Kerala's Finance Minister K N Balagopal demanded a special package of Rs 24,000 crore and special assistance for Wayanad rehabilitation.
