Shahzaib Jamil was on the verge of winning the match for Qatar, but he lost his wicket in the last over after hitting the first three balls for six when 27 runs were needed in the final over.
Yasim Murtaza bowled a wide delivery and then conceded a single. Despite hitting a six on the last delivery of the over, Qatar lost the match by one run.
Earlier, Qatar won the toss and invited the hosts to bat first.

Opener batter Anshuman Rath played a big knock of 97 runs off just 60 balls to help his team set a respectable total of 188 runs. It was a one-man show from the Hong Kong side.
Muhammad Jabir took a couple of wickets, whereas Ikramullah Khan, Bipin Kumar and Mohammed Irshad took one wicket each for Qatar.
In response, Qatar got a fine start from their opener batters - Arumugaganesh Nagarajan and Rifayi Theruvath. Captain Ikramullah Khan made 55 runs off 35 balls to keep them in the game.
But it was Shahzaib and Jassim Khan in the end who made the match interesting with their fireworks. Khan hit three sixes, whereas Jamil hit a couple of fours and five sixes in his 44-run knock off just 20 balls.
Qatar failed to win any match in the series and finished at the bottom of the points table. Hong Kong won the third-place play-off match by one run and finished in third place. Nepal and Kuwait will compete for the title at the same venue.
