UP, Bihar, Maharashtra Make Up 42% Of Undertrials, Southern States Best In Justice Delivery | Details From India Justice Report 2025

The proportion of undertrials detained for 3–5 years nearly doubled between 2012 and 2022, while those held for over 5 years tripled during the same period, the India Justice Report 2025 showed.

As of December 2022, Uttar Pradesh, Bihar, and Maharashtra together accounted for 42% of all undertrials in the country. Uttar Pradesh alone held over 94,000 undertrials—nearly 22% of the national total.

While Karnataka retained its position at the top of the charts, Uttar Pradesh improved its ranking, from 18th among the large states in the previous three editions to 17th this year, while West Bengal was relegated to bottom.

Historically strong performers like Kerala and Tamil Nadu experienced minor fluctuations but remained in the top five, the report said. Mid-tier states of Chhattisgarh, Madhya Pradesh and Odisha have shown steady gradual improvement.

Maharashtra declined from its previously held top position and Gujarat and Punjab exhibited inconsistent performances, said the report.

States at the bottom of the justice delivery rankings—such as Bihar, Rajasthan, Jharkhand, Uttarakhand, Uttar Pradesh, and West Bengal—have largely remained in the same positions with only minor changes, the India Justice Report 2025 noted. Uttar Pradesh moved up one spot from the bottom, placing West Bengal at the lowest rank.

Women In The Police Force

The report also highlighted the stark underrepresentation of women in policing. Out of 20.3 lakh police personnel nationwide, fewer than 1,000 women hold senior positions. No State or Union Territory has met its own targets for women라이브 바카라 representation in the police force.

Uttar Pradesh was reported to have the most overcrowded prisons in the country. Additionally, more than half of the sanctioned positions for High Court judges in the state remain vacant.
