Karnataka Initiates Survey Of SC Sub-Castes

The survey will guarantee that details of the communities be properly recorded under the correct SC sub-categories, the chief minister said.

The Karnataka Government is set to launch a survey of Scheduled Caste (SC) communities to get details of the sub-castes constituting the parent groups. The survey will be carried out in three phases, Chief Minister Siddaramaiah briefed the media on Monday.

The survey comes after an interim report by the Justice Nagamohan Das Commission, which was created to prepare a report on internal reservation for SCs in Karnataka, The Indian Express reported.

The three phase survey will start from May 5 to 17, followed by the second phase between May 19 to 21 and the third phase from May 19 to 23.  The first phase will incorporate door-to-door surveys to gather empirical data, followed by special camps in the second phase - for those who missed being enumerated in the first phase. The third phase will include members of SC communities who can self-declare their sub-castes. They can also answer other queries in the questionnaire.

 65,000 teachers will be conducting the survey across Karnataka - who will be appointed by the deputy commissioners of each district.

The survey -  ‘Comprehensive Survey of Scheduled Castes – 2025’ - will incorporate information on the members of an SC family, details of education, reasons for discontinuing education, employment, income, family라이브 바카라 assets, benefits of reservation policy in education, The Indian Express reported.

“After getting exact data, we have asked the Commission to submit details in 60 days. Recommendations (on internal reservation) will be made after that,” Siddaramaiah said.

When was the commission formed?

Created in November, 2024, the commission was formed after a Supreme Court order. The decision was to empower states to provide internal reservation for SC communities.

Karnataka라이브 바카라 1.3 crore SC community are classified under four heads: SC Left, consisting of the most backward communities; SC Right, who are less backward; communities such as Banjaras and Bhovis; and other minor communities, The Indian Express mentioned. 

The newspaper further mentioned the now scrapped 2023 Bharatiya Janata Party policy that declared internal reservation for SC communities. In that policy, the SC Left community was given 6 % of the 17 % reservation quota for SCs. SC Right got 5.5 %.Banjaras and Bhovis got 4.5 % and other SC groups got 1 %.  The policy was met with resistance at the time of its announcement. 

Why is the survey needed?

Karnataka does not have the details on the population of Adi Dravida, Adi Karnataka and Adi Andhra communities. The details are integral to maintain internal reservation.

Some states like Telangana and Haryana announced quotas within the SC category since the apex court라이브 바카라 order. 

The Bharatiya Janata Party last month - for the first time - announced incorporation of the caste enumeration in the upcoming population census. The tentative timeline for the census is 2026.
